Which products are covered by CBAM?
CBAM, the EU’s Carbon Border Adjustment Mechanism, prices the embedded emissions of certain goods imported into the EU. Coverage is determined by the customs tariff position (CN code) and listed in Annex I to Regulation (EU) 2023/956: cement, electricity, fertilisers, iron and steel, aluminium and hydrogen — plus a long tail of processed products in those chains, from screws and tubes to profiles and aluminium foil.
The most common mistake in practice is guessing coverage from the sector name. Coverage is code-based: within the same sector one code can be listed while a neighbouring code stays out. That is why the check has to be done product by product, on the CN code — which is exactly what this page does. What is the difference between a national tariff code and a CN code?
National tariff codes (like Türkiye’s 12-digit GTİP) extend the EU’s 8-digit Combined Nomenclature (CN); the first 6 digits are the common HS code. CBAM scope is defined at CN (8-digit) level — the first 8 digits of your national code usually correspond to your CN code.
