Türkiye is one of the most active EPD markets outside the EU, for a simple reason: its factories sell into markets that ask for environmental data. The EU is Türkiye’s largest export destination, and the requirements attached to that trade — CBAM, the new Construction Products Regulation, green building certification, contractor prequalification — increasingly assume that a product’s environmental profile is documented and independently verified.

EU exports and CBAM

Since 1 January 2026, the EU Carbon Border Adjustment Mechanism is in its definitive phase for cement, iron and steel, aluminium, fertilisers, hydrogen and electricity. CBAM reporting is not an EPD — but both stand on the same verified production data, and EU buyers increasingly expect suppliers to have both in order.

The new EU Construction Products Regulation

Regulation (EU) 2024/3110 applies from January 2026. Environmental performance — starting with global warming potential — is being phased into CE marking obligations through 2026–2032, with a Digital Product Passport to follow. EN 15804-based EPD data is the practical way to generate these declarations. For Turkish construction product exporters, CE marking is already routine; the environmental layer is what is new.

Green building certification

LEED and BREEAM projects — in Türkiye, the EU and the Gulf — reward products with verified EPDs in their materials credits. National systems are developing in parallel: the Ministry of Environment’s national green certificate system (YeS-TR) and ÇEDBİK’s B.E.S.T. certificate both signal a growing domestic market for documented building products.

Tenders and customer requirements

International contractors and procurement teams increasingly ask suppliers for EPDs at prequalification, before any project-specific discussion. For Turkish manufacturers supplying EU, Nordic and Gulf projects, an published EPD is becoming a condition of being on the list at all.

Publication routes for Turkish manufacturers

Manufacturers in Türkiye publish EPDs through several programme operators — international programmes and their regional arms. All of them work to the same core standards, ISO 14025 and EN 15804+A2; what actually differs is PCR availability for your product category, recognition in your target market, database visibility, the verification procedure and how predictably the process moves. EPDlogy has worked across multiple programme operators, on both the preparation and the verification side, and advises operator selection product by product — independently of any programme.

For most Turkish exporters the sensible default is an EN 15804+A2 EPD in English, published where the target market expects to find it. A Turkish-language version can be added for the domestic market.

The programme operator should not be selected only by country or publication fee. The product category, target market, PCR availability, recognition, database visibility, verification route and publication process must be assessed together.

Verification readiness: what a verifier checks first

“From a verifier’s perspective, the first question is not which software will be used. The first question is whether the production data, system boundary, assumptions and intended market have been defined consistently.”

How long does an EPD project take in practice?

It depends on product complexity, the number of sites and products, data readiness, PCR availability, the programme operator’s process and — honestly — how quickly questions are answered on both sides.

In our verification experience, each verification round typically takes one to two weeks, and two to three rounds are common. From data collection to publication, a realistic overall window is around two months for a well-prepared single-site study — longer when data has to be rebuilt mid-process. None of this is a guaranteed deadline; anyone offering one is pricing in shortcuts.

Frequently asked questions

Is an EPD legally mandatory in Türkiye?

There is no general legal obligation in Türkiye today requiring manufacturers to publish EPDs. Demand comes from export markets and customers: EU regulation phasing in environmental declarations under the new CPR, green building certification, and contractor or procurement requirements. For products in CBAM sectors, emissions reporting to EU importers is a separate, mandatory track.

Which programme operator should a Turkish manufacturer choose?

It depends on the product category and where your customers look for data. Programme operators differ in PCR availability, recognition, database visibility, verification procedure and process speed — the decision should weigh all of these together, not only the publication fee. Because EPDlogy is not tied to any programme, we assess this question product by product and recommend the route that serves your target market, not a default.

Can an EPD published in Türkiye be used abroad?

An EN 15804+A2 EPD published through an internationally recognised programme is built on the same standards used across Europe. Practical acceptance still depends on the scheme or customer reading it — some certification systems and databases have their own listing requirements — so the target market should be fixed before the publication route, not after.

Can one EPD cover several products?

Yes, within programme operator rules: products must share function, production technology and declared unit, and stay within defined variation limits, using a representative, average or worst-case approach. Commercial product names alone are not a grouping justification — this is one of the most frequent verification comments we write.

What is the difference between an EPD and CBAM reporting?

An EPD is a standardised environmental declaration under ISO 14025 and EN 15804, independently verified and published. CBAM is an EU import mechanism requiring embedded-emissions data and, from 2026, certificates for specific sectors. They are different instruments with different rules — but they draw on the same production data, so building one data foundation for both is the efficient path.

Does an EPD prove a product is environmentally friendly?

No. An EPD reports verified environmental information according to defined rules. It does not certify that a product is green, sustainable or better than alternatives — and marketing it that way creates risk. Its value is that buyers, certifiers and regulators can trust the numbers.
