EPD Consultant in Saudi Arabia
For manufacturers in the Kingdom, and for Turkish and international suppliers delivering to Saudi projects — where EPDs are asked for today, who publishes them, and what the data has to look like.
Saudi Arabia is the Gulf market where EPD infrastructure is moving fastest. Since 23 November 2025 The International EPD® System has a Saudi licensee — EPD Saudi Arabia, operated by the KAUST Research and Technology Park — with the stated aim of helping more than 100 companies publish verified EPDs within three years. The programme’s 2025 report attributes 97 EPDs to it, and several Saudi cement producers already have EN 15804+A2 EPDs on record. The rules are the same as everywhere else; what is new is a local address.
Demand does not come from a legal obligation. It comes from project specifications — LEED and Envision on giga-projects, developer materials policies — and increasingly from EU buyers of Saudi aluminium and steel under CBAM. This page is for manufacturers in Saudi Arabia and for the suppliers behind them: Türkiye exported a record USD 3.99 billion to the Kingdom in 2024, USD 457 million of it construction materials, and Saudi Arabia was the largest market for Turkish contractors that year. EPDlogy prepares EPDs and independently verifies EPDs prepared by others, as separate services, in Turkish and English.
New to EPDs? Start with our main guide, the EPD guide — this page focuses on what is specific to Saudi Arabia.
Why manufacturers in Saudi Arabia are asked for EPDs
Four drivers — none of them a law, all of them real.
Green building certification on giga-projects
Saudi Arabia ranked sixth in the world for LEED certification in 2023 (57 projects, 2.17 million m²). Red Sea Global and Diriyah pursue LEED Platinum; infrastructure packages use Envision. These schemes reward products with verified EPDs in their materials credits, and contractor prequalification on large projects increasingly asks for them. Mostadam — the national rating run by the Ministry of Municipalities and Housing — gives materials a small share of points and, as far as published guides show, no dedicated EPD credit; the EPD requests come from the international schemes.
A local programme licensee
EPD Saudi Arabia, licensee of The International EPD® System since November 2025, publishes to the same international library as every other EPD in the programme and charges registration and membership fees locally. It requires an approved third-party verifier for every EPD — which is the step EPDlogy covers. Cement producers such as Yamama, City Cement, Tabuk and Al Jouf already have published EPDs, so a Saudi buyer can compare declared units and results today.
CBAM on aluminium and steel exports
Saudi exports of CBAM-covered goods to the EU were about USD 565 million in 2023, roughly three quarters of it aluminium. EU importers now need installation-level embedded-emissions data and, from 2027, CBAM certificates. There is no domestic carbon price to deduct. CBAM reporting is not an EPD, but it is built from the same production inventory — and aluminium and steel producers that organise that data once can serve both.
Conformity culture: SABER and SASO
Saudi import conformity runs through SABER and SASO technical regulations, and the Gulf standards body GSO has adopted ISO 14025, ISO 14040/44 and ISO/TS 14067 as GSO standards. Buyers here are used to asking for a certificate before a product moves. An EPD is not a conformity certificate — it is a verified data declaration — but it fits the same procurement reflex, and explaining the difference is part of the job.
Publication routes for manufacturers in Saudi Arabia
Manufacturers in Saudi Arabia can publish through The International EPD® System either via its Saudi licensee, EPD Saudi Arabia, or via the programme’s MENA office; the EPD lands in the same international library either way, and the verification requirement is identical. The standards are EN 15804+A2 and ISO 14025 for construction products and ISO 14067 for a product carbon footprint. What differs by route is pricing and local support, not the method.
For suppliers from Türkiye and elsewhere, an existing EN 15804+A2 EPD in an international programme is already what Saudi project specifications look for. Check validity, the product and factory covered, and the project’s own requirement before quoting.
The programme operator should not be selected only by country or publication fee. The product category, target market, PCR availability, recognition, database visibility, verification route and publication process must be assessed together. The decision method: which programme operator should I use? →
Which programme operators are relevant?
EPDlogy is an approved individual verifier in four international EPD programmes, including the one below — the programme with a Saudi licensee.
The International EPD® System (IES)
Broad international scope, a public EPD library and a large PCR set. Since November 2025 it has a Saudi licensee, EPD Saudi Arabia (KAUST Research and Technology Park), and it already carries EPDs from Saudi cement, glass, paint and composite producers.
The choice of route follows the buyer: a European customer, a LEED or Envision project and a Saudi developer may each expect a specific database. EPDlogy is not tied to any programme or licensee and recommends product by product.

EPD preparation and independent verification are different jobs
The independent verifier must not have taken part in preparing the EPD it verifies. EPDlogy therefore never holds both roles for the same EPD. Who does what:
The party that builds the study
EPD preparation (consultancy)
- Scope and declared unit, selection of the right PCR
- Data collection structure at the plant and compilation of the data
- LCA modelling to EN 15804+A2 (or ISO 14067) and PCR rules
- Impact assessment, interpretation and sensitivity analysis
- LCA report and EPD document
- Responses to verification comments and revision
The party that checks the study
Independent verification
- Conformity of model, data and assumptions with the PCR and EN 15804+A2
- Traceability and representativeness of primary data
- Justification of allocation, cut-off and scenarios
- Consistency of module coverage with the system boundary
- Verification comments with reasons
- Verification report and approval
If EPDlogy prepares an EPD, its independent verification is done by another approved verifier; if EPDlogy verifies, it has taken no part in the preparation. This is a programme rule, not a preference.
What a supplier to Saudi projects should settle first
Five questions that save the most rework when answered before the project starts.
Which scheme is the project using
LEED, Envision and Mostadam read product data differently. Ask for the project’s materials requirement in writing before deciding which modules, which PCR and which language your EPD needs.
Product and factory coverage
A Saudi tender will check that the EPD covers the exact product and the plant that ships. Family EPDs and worst-case representatives are accepted within programme rules — but the grouping must be technically justified.
EPD is not SABER
SABER and SASO conformity remain a separate, mandatory track. Keep the two files apart and explain to the buyer what each one proves.
CBAM for aluminium and steel exporters
If you export CBAM goods to the EU, build the production inventory so that it serves the CBAM calculation now and an EPD or ISO 14067 footprint when a customer asks.
Language of the evidence
Plant records in Arabic or Turkish are fine. The LCA report and the EPD are written in English, and the source documents stay available for the verifier.
Decisions to make before starting
These determine cost, timeline and how usable the EPD will be. They are cheaper to make on day one than in verification round two.
- One product or a product family?
- One plant or multiple sites?
- Average product or worst-case representative?
- Reference year and data period
- Declared unit or functional unit
- Which life-cycle modules to declare
- Background database and version
- Programme route and PCR
- Target markets and language
- Electricity factor and fuel data — and the evidence behind them

Verification readiness: what a verifier checks first
“From a verifier’s perspective, the first question is not which software will be used. The first question is whether the production data, system boundary, assumptions and intended market have been defined consistently.”
For plants in Saudi Arabia — gas-fired, often very large, in a hot climate with its own water and transport realities — these are the points we expect to take the most time:
- Traceability of primary plant data back to records
- Product mass balance that closes
- Natural gas and electricity consumption allocated to the declared product line, not to the whole site
- Grid electricity factor with a stated source and year — Saudi-specific, not a regional proxy
- Clinker factor, supplementary cementitious materials and their origin, documented for cement and concrete EPDs
- Allocation in multi-output plants that is justified, not inherited
- Transport assumptions for long inland and sea routes, including empty returns
- Water use reported consistently with the PCR
- Module C and Module D consistency, without double-counted recycling benefits
- Alignment between the LCA model, the LCA report and the public EPD
Which industries in Saudi Arabia need EPDs first
Demand follows giga-project specifications and EU exports.
How long does an EPD project take in practice?
It depends on product complexity, the number of sites and products, data readiness, PCR availability, the programme’s process and how quickly questions are answered on both sides.
Saudi projects run on tender deadlines, which is where most EPD timelines go wrong: a declaration cannot be verified in a week because a bid closes on Thursday. Each verification round typically takes one to two weeks and two to three rounds are common; a well-prepared single-site study needs around two months from data collection to publication. Start before the tender, not during it.
The general process model: how long does an EPD take? →Mistakes we expect to see in Saudi EPD projects
- Starting the EPD when the tender is already open
- Treating an EPD as a conformity certificate like SABER
- Collecting data before selecting the PCR — then collecting it again
- Grid electricity modelled with a regional proxy instead of a Saudi-specific factor
- Cement and concrete EPDs without documented clinker factor and SCM origin
- Ignoring empty transport returns on long routes
- Mixing Module C flows with Module D benefits
- Publishing results that do not match the LCA report

Frequently asked questions
Is there an EPD programme operator in Saudi Arabia?
Since 23 November 2025 The International EPD® System has a Saudi licensee, EPD Saudi Arabia, operated by the KAUST Research and Technology Park. EPDs published through it appear in the programme’s international library and must be verified by an approved third-party verifier. The programme’s 2025 report attributes 97 EPDs to the licensee.
Is an EPD mandatory in Saudi Arabia?
No. There is no legal requirement to publish an EPD, and SABER/SASO conformity is a separate track. Demand comes from LEED and Envision projects, developer materials policies and EU buyers under CBAM.
Does Mostadam require EPDs?
Not as far as the published guides show. Mostadam, run by the Ministry of Municipalities and Housing, gives materials a small share of its points and has no dedicated EPD credit in its residential rating. LEED and Envision do reward verified EPDs, which is why the requests reach suppliers through those schemes.
We are a Turkish manufacturer with an existing EPD. Can we use it in Saudi projects?
In principle yes: an EN 15804+A2 EPD published through an international programme is what LEED and Envision materials credits look for. Check that the EPD is still valid, that it covers the product and factory actually supplied, and what the specific project specification asks for — and keep SABER conformity as its own file.
We export aluminium or steel to the EU. Do we need an EPD or CBAM data?
CBAM data first — your EU importer is legally required to report embedded emissions and, from 2027, to surrender certificates; without verified actual data, default values apply, and there is no Saudi carbon price to deduct. An EPD is not required for CBAM. But both are built from the same production inventory, so one data structure can serve the CBAM calculation now and an EPD or ISO 14067 footprint when a customer asks.
Which route should a Saudi manufacturer choose?
It depends on the product category and where your customers look for data. Publishing through the Saudi licensee or through the programme’s international route leads to the same library; pricing and local support differ. EPDlogy is not tied to any programme or licensee and assesses this product by product.
Does an EPD prove a product is environmentally friendly?
No. An EPD reports verified environmental information according to defined rules. It does not certify that a product is green, sustainable or better than alternatives — and marketing it that way creates risk. Its value is that buyers, certifiers and regulators can trust the numbers.
Manufacturing in Saudi Arabia — or supplying projects there?
EPDlogy can map the route: which scheme the project uses, which of your products need an EPD, what data the plant has to prepare, and which publication route fits. EPD preparation and independent verification are provided as separate services, in accordance with independence requirements.
