EPD Consultant in Jordan

For manufacturers in Jordan that export to Europe, and for the people now being trained to build their first EPDs — where the country stands in October 2026 and what a first EPD cycle has to get right.

Jordan is building its EPD capacity deliberately, and EPDlogy is part of that work. On 29 September 2026 the Jordan Green Building Council launched the “Promoting the Circular Economy Market and Life Cycle Assessment” project in Amman with GIZ’s GAIN programme: ten trained practitioners will carry out five LCA studies in five pilot plants — cement, concrete, aluminium, fertilisers and insulation — and two facilities are expected to publish EPDs internationally by April 2027. EPDlogy’s founder gave the opening technical session on the return on product sustainability data, CBAM and the circular economy.

The starting point is modest and clear. The only Jordanian EPDs we could find in an international programme are four cement EPDs published by Cementra Jordan Company through The International EPD® System in 2025. There is no national programme operator; the programme’s MENA office covers Jordan. What pushes the market is exports: Jordan’s exports to the EU grew by 39.3 per cent in 2025, Jordanian DAP and potassium nitrate are CBAM goods, and the UK’s carbon border mechanism starts in January 2027. EPDlogy prepares EPDs and independently verifies EPDs prepared by others, as separate services — and in Jordan, where it has trained the people who will prepare them, it keeps the two roles especially clearly apart.

Why manufacturers in Jordan are starting to need EPDs and product carbon data

Four drivers — the first one is already a funded programme with named plants.

The Jordan GBC / GIZ GAIN project

Running to April 2027 with pilot studies at Manaseer Group, Arab Concrete, Orbit Aluminum Industries, KEMAPCO and Arab Italian Insulation Materials, the project addresses the real bottleneck: local people who can run an LCA and data that survives verification. The Minister of Environment framed it at the launch as a competitiveness issue for export markets, particularly Europe. Two internationally published EPDs are the target — a measured one, because an EPD needs independent third-party verification and programme registration.

CBAM on fertilisers — and the UK from 2027

Jordan’s CBAM exposure is fertiliser-shaped. Diammonium phosphate (CN 3105) and potassium nitrate (CN 2834 21) are in scope; potash (3104), raw phosphate and phosphoric acid are not. EU importers of DAP and KNO₃ need installation-level embedded-emissions data and, from 2027, CBAM certificates; without verified actual data, default values apply. The UK carbon border mechanism follows on 1 January 2027 with its own verification rules. CBAM reporting is not an EPD, but both are built from the same production inventory.

Exports to Europe under a favourable regime

The EU–Jordan Association Agreement has been in force since 2002, and the relaxed rules of origin for Jordanian producers run to 31 December 2030. Jordan’s exports to the EU rose 39.3 per cent in 2025; the EU imported about €0.9 billion from Jordan, led by chemicals. The EU–Jordan Strategic and Comprehensive Partnership of January 2025 came with a €3 billion package. European buyers in these product lines increasingly ask for documented environmental data before they ask for price.

JO-Ecolabel and the national standards base

JSMO launched JO-Ecolabel in 2025 with GIZ GAIN support — a voluntary national eco-label whose criteria are based on life cycle assessment, with cement planned as a later product phase. Jordan adopted ISO 14040 and ISO 14044 as JS standards in 2012. JO-Ecolabel is a Type I-style label that says a product meets criteria; an EPD is a Type III declaration that reports verified numbers. A manufacturer can pursue both, and the LCA built for one serves the other.

Publication routes for manufacturers in Jordan

With no national programme, manufacturers in Jordan publish through international programme operators. The International EPD® System is the one with Jordanian precedents — Cementra Jordan’s four cement EPDs (2025, PCR 2019:14) — and its MENA office covers Jordan. The standards are EN 15804+A2 and ISO 14025 for construction products and ISO 14067 for a product carbon footprint. What you decide is the programme, the PCR and the language, not the method.

For the GAIN pilot plants and the exporters behind them, the sensible default is an English EN 15804+A2 EPD — or an ISO 14067 product carbon footprint for fertilisers and other goods outside the construction scope — published where EU buyers look for it. An Arabic summary can be added for the home market; the verified document stays in English.

The programme operator should not be selected only by country or publication fee. The product category, target market, PCR availability, recognition, database visibility, verification route and publication process must be assessed together.

Which programme operators are relevant?

There is no programme operator based in Jordan. EPDlogy is an approved individual verifier in four international EPD programmes, including the one below — the programme with Jordanian EPDs on record.

The International EPD® System (IES)

Broad international scope, a public EPD library and a large PCR set. It carries the first Jordanian EPDs (Cementra Jordan, 2025) and serves the region through its MENA office.

The choice of programme follows the buyer: a European customer or a certification scheme may expect a specific database. EPDlogy is not tied to any programme and recommends product by product.

EPD preparation and independent verification are different jobs

The independent verifier must not have taken part in preparing the EPD it verifies. EPDlogy therefore never holds both roles for the same EPD. In Jordan this matters twice: a trainer who has shaped a study cannot be its verifier either. Who does what:

The party that builds the study

EPD preparation (consultancy)

  • Scope and declared unit, selection of the right PCR
  • Data collection structure at the plant and compilation of the data
  • LCA modelling to EN 15804+A2 (or ISO 14067) and PCR rules
  • Impact assessment, interpretation and sensitivity analysis
  • LCA report and EPD document
  • Responses to verification comments and revision
EPD preparation service →

The party that checks the study

Independent verification

  • Conformity of model, data and assumptions with the PCR and EN 15804+A2
  • Traceability and representativeness of primary data
  • Justification of allocation, cut-off and scenarios
  • Consistency of module coverage with the system boundary
  • Verification comments with reasons
  • Verification report and approval

If EPDlogy prepares an EPD, its independent verification is done by another approved verifier; if EPDlogy verifies, it has taken no part in the preparation — including as trainer or reviewer of that specific study. This is a programme rule, not a preference.

What a first EPD cycle in Jordan should settle first

Five questions that save the most rework when answered before the study starts — the same five we put to the pilot plants.

Who will read the EPD

A European customer, a green building project, a bank, JO-Ecolabel’s assessors? Fix the reader first; the programme, the PCR and the language follow.

CBAM and EPD from one dataset

For DAP and potassium nitrate the EU importer needs embedded-emissions data now. Build the production inventory so that it serves the CBAM calculation and the LCA — the boundaries differ, the source data does not.

Electricity, fuel and water

Jordan’s grid factor, on-site fuels and water use must come with a stated source and year, allocated to the declared product, not the whole site. In a water-scarce country, water indicators will be read closely.

Product grouping

Family EPDs and worst-case representatives are allowed within programme rules — with a technical justification, not a commercial one. Decide this before data collection, not after.

Language of the evidence

Plant records in Arabic are fine. The LCA report and the EPD are written in English, and the source documents stay available for the verifier.

Decisions to make before starting

These determine cost, timeline and how usable the EPD will be. They are cheaper to make on day one than in verification round two.

Verification readiness: what a verifier checks first

“From a verifier’s perspective, the first question is not which software will be used. The first question is whether the production data, system boundary, assumptions and intended market have been defined consistently.”

For a first EPD cycle in Jordan — plants that have never been through verification, with data built for the first time — these are the points we expect to take the most time:

  • Traceability of primary plant data back to records
  • Product mass balance that closes
  • Fuel and electricity consumption allocated to the declared product line, not to the whole site
  • Grid electricity factor with a stated source and year — Jordan-specific, not a regional proxy
  • Clinker factor, pozzolana and other supplementary materials documented by share and origin for cement EPDs
  • Allocation in multi-output plants (fertiliser, aluminium) that is justified, not inherited
  • Transport assumptions for Aqaba and overland export routes, including empty returns
  • Water use reported consistently with the PCR
  • Module C and Module D consistency, without double-counted recycling benefits
  • Alignment between the LCA model, the LCA report and the public EPD

How long does an EPD project take in practice?

It depends on product complexity, the number of sites and products, data readiness, PCR availability, the programme operator’s process and how quickly questions are answered on both sides.

A first cycle in a country without local EPD history is won or lost in the data structure: deciding what is measured where and how site-level energy is split between products. Once that exists, each verification round typically takes one to two weeks and two to three rounds are common; a well-prepared single-site study needs around two months from data collection to publication. The GAIN project’s April 2027 horizon is realistic for two first EPDs — if data collection starts early.

The general process model: how long does an EPD take? →

Mistakes we expect to see in first EPD projects in Jordan

  • Treating JO-Ecolabel or an ISO 14001 certificate as an EPD
  • Collecting data before selecting the PCR — then collecting it again
  • Site-wide fuel and electricity divided by tonnes, without product-line allocation
  • Grid electricity modelled with a regional proxy instead of a Jordan-specific factor
  • Building a CBAM dataset and an LCA dataset separately, with different boundaries
  • Ignoring empty transport returns on export routes
  • Mixing Module C flows with Module D benefits
  • Publishing results that do not match the LCA report

Why work with EPDlogy in Jordan

Frequently asked questions

Are there any Jordanian EPDs already?

Yes — four. Cementra Jordan Company published EPDs for four cements through The International EPD® System in 2025 (PCR 2019:14, EN 15804+A2). They are the only Jordanian EPDs we could find in an international programme as of October 2026. The Jordan GBC / GIZ GAIN project aims to add two more by April 2027.

Is an EPD mandatory in Jordan?

No. There is no legal requirement to publish an EPD. Demand comes from EU importers (CBAM on DAP and potassium nitrate), European customers who ask for documented environmental data, and donor-backed programmes. JO-Ecolabel is voluntary and is a different instrument.

Is JO-Ecolabel the same as an EPD?

No. JO-Ecolabel, launched by JSMO in 2025, is a voluntary national eco-label whose criteria are based on life cycle assessment — a Type I-style mark that says a product meets criteria. An EPD is a Type III declaration under ISO 14025 that reports verified quantitative results and makes no claim that the product is better. The LCA built for one can serve the other.

We export DAP or potassium nitrate to the EU. Do we need an EPD or CBAM data?

CBAM data first — your EU importer is legally required to report embedded emissions for these goods and, from 2027, to surrender certificates; without verified actual data, default values apply. The UK follows in January 2027. An EPD is not required for CBAM. But both are built from the same production inventory, so one data structure can serve the CBAM calculation now and an ISO 14067 carbon footprint or EPD when a customer asks. Potash itself is outside CBAM.

Can EPDlogy verify the EPDs from the GAIN pilot plants?

Only where EPDlogy has taken no part in preparing that specific study. Giving a general technical session is not preparation; shaping a particular plant’s LCA would be. We apply the programme independence rules strictly and say so in writing before any engagement.

Which programme operator should a Jordanian manufacturer choose?

It depends on the product category and where your customers look for data. With no national programme, the question is which international programme has a PCR for your product and recognition with your buyers. EPDlogy is not tied to any programme and assesses this product by product.

Does an EPD prove a product is environmentally friendly?

No. An EPD reports verified environmental information according to defined rules. It does not certify that a product is green, sustainable or better than alternatives — and marketing it that way creates risk. Its value is that buyers, certifiers and regulators can trust the numbers.

Preparing a first EPD in Jordan?

EPDlogy can review your data structure before the study starts, run a verification-readiness check before submission, or act as independent verifier for studies it has not shaped. EPD preparation and independent verification are provided as separate services, in accordance with independence requirements.
