EPD Consultant in Kazakhstan

For metal, fertiliser and building-material producers in Kazakhstan that export to the EU, and for Turkish suppliers delivering to projects in Astana and Almaty — where EPDs fit next to the ETS and CBAM.

Kazakhstan’s first EPD in an international programme was not a construction product. It was high-carbon ferrochrome: JSC TNC Kazchrome published an EN 15804+A2 EPD through The International EPD® System in March 2026, valid to 2031. That tells you where demand comes from. Kazakhstan has had an emissions trading system since 2013, but it allocates allowances for free and traded at about USD 0.87 per tonne in 2025 — so the price signal that reaches Kazakh exporters is the EU’s, through CBAM, not the domestic one.

As of October 2026 we could not identify a national EPD programme operator, a national PCR or a locally based EPD verifier in Kazakhstan. Manufacturers publish through international programmes, and the standards they need are already in place as national standards (ISO 14040 and ISO 14067 among them). This page is for exporters in Kazakhstan facing CBAM and buyer requests, and for Turkish and international suppliers who want to use an existing EPD in Kazakh green building projects. EPDlogy prepares EPDs and independently verifies EPDs prepared by others, as separate services, in Turkish and English.

Why manufacturers in Kazakhstan are asked for EPDs and product carbon data

Four drivers — the first one already has a number attached to it.

CBAM: about €114 million a year

A study by the Ministry of Trade and Integration, the International Trade Centre and QazTrade, presented in Astana in June 2026, puts the annual CBAM obligation of Kazakh exporters at roughly €114 million at 2025 export volumes, concentrated in unwrought aluminium, ferrochrome and bars and rods. EU importers of these goods need installation-level embedded-emissions data; without verified actual data the Commission’s default values apply. The domestic ETS price is too low to offset any of this in practice. CBAM reporting is not an EPD — but both are built from the same production inventory.

Customers in the EU and the ferrochrome precedent

Kazchrome’s 2026 ferrochrome EPD (EPD-IES-0028503, PCR 2019:14) shows the pattern: an EU-facing metallurgy exporter documents its product footprint in a form European customers already recognise. Aluminium, steel, fertiliser and cement producers in Kazakhstan face the same buyers and the same questions.

Green buildings and green finance

Kazakhstan has a national green building standard (OMIR, run by the Kazakhstan Green Building Council), LEED and BREEAM projects in Astana and Almaty, and a green taxonomy that was extended to green buildings in March 2024. Otbasy Bank’s green mortgage programme issued 763 loans worth KZT 18.6 billion in 2024 against certified buildings. These schemes reward verified product data in their materials credits — which is where EPD requests reach suppliers.

A policy direction that points at product footprints

The Carbon Neutrality Strategy to 2060 (Presidential Decree No. 121, 2 February 2023) now has an action plan (Prime Minister’s Order No. 145-р, 1 September 2026). It contemplates paid auctions of allowances, a Carbon Fund in 2028–2029, mandatory climate reporting from 2028, adapting international product carbon footprint standards as national standards, and examining material passports, lifecycle GHG accounting and green product labelling. None of this is an EPD requirement today — but the direction is clear.

Publication routes for manufacturers in Kazakhstan

With no national programme, a manufacturer in Kazakhstan publishes through an international programme operator. The International EPD® System is the one with a Kazakh precedent on record. The standards are the same everywhere — ISO 14025 and EN 15804+A2 for construction products, ISO 14067 for a product carbon footprint — and Kazakhstan has adopted several of them as national standards (СТ РК ISO 14067-2019 is an identical adoption of ISO 14067:2018, in force since July 2020), which helps factory teams read the method in their own regulatory language.

For EU-facing exporters the sensible default is an English EN 15804+A2 EPD — or an ISO 14067 product carbon footprint for goods outside the construction scope — published where EU buyers look for it. A Russian summary can be added for the home market; the verified document stays in English.

The programme operator should not be selected only by country or publication fee. The product category, target market, PCR availability, recognition, database visibility, verification route and publication process must be assessed together.

Which programme operators are relevant?

There is no programme operator based in Kazakhstan. EPDlogy is an approved individual verifier in four international EPD programmes, including the one below.

The International EPD® System (IES)

Broad international scope, a public EPD library and a large PCR set — and the programme through which Kazakhstan’s first international EPD was published in 2026. The one most EU buyers of Kazakh metals and chemicals already know.

The choice of programme follows the buyer: if a European customer or a certification scheme expects a specific database, the decision starts there. EPDlogy is not tied to any programme and recommends product by product.

EPD preparation and independent verification are different jobs

The independent verifier must not have taken part in preparing the EPD it verifies. EPDlogy therefore never holds both roles for the same EPD. Who does what:

The party that builds the study

EPD preparation (consultancy)

  • Scope and declared unit, selection of the right PCR
  • Data collection structure at the plant and compilation of the data
  • LCA modelling to EN 15804+A2 (or ISO 14067) and PCR rules
  • Impact assessment, interpretation and sensitivity analysis
  • LCA report and EPD document
  • Responses to verification comments and revision
EPD preparation service →

The party that checks the study

Independent verification

  • Conformity of model, data and assumptions with the PCR and EN 15804+A2
  • Traceability and representativeness of primary data
  • Justification of allocation, cut-off and scenarios
  • Consistency of module coverage with the system boundary
  • Verification comments with reasons
  • Verification report and approval

If EPDlogy prepares an EPD, its independent verification is done by another approved verifier; if EPDlogy verifies, it has taken no part in the preparation. This is a programme rule, not a preference.

What an exporter in Kazakhstan should settle first

Five questions that save the most rework when answered before the project starts.

CBAM and EPD from one dataset

Aluminium, ferroalloys, steel, fertilisers and cement are CBAM goods. Your EU importer needs installation-level embedded emissions now; a customer may ask for an EPD or a product carbon footprint next. Build one production inventory that serves both — the system boundaries differ, the source data does not.

ETS data is a starting point, not the answer

Installations in the KAZ ETS already monitor direct CO₂ at site level. An EPD and a CBAM declaration need that data allocated to the declared product and extended to purchased electricity, precursors and upstream materials. Treat the ETS inventory as the first input, not the deliverable.

Who will read the EPD

A European customer, a certification scheme in Astana, a bank with a green taxonomy requirement? Fix the reader first; the publication route follows.

Electricity and coal

Kazakhstan’s coal-heavy grid drives the footprint of electricity-intensive products such as aluminium and ferrochrome. The emission factor source and year must be stated and consistent between the CBAM calculation and the LCA — a verifier will check both.

Language of the evidence

Plant records in Russian or Kazakh are fine. The LCA report and the EPD are written in English, and the source documents stay available for the verifier.

Decisions to make before starting

These determine cost, timeline and how usable the EPD will be. They are cheaper to make on day one than in verification round two.

Verification readiness: what a verifier checks first

“From a verifier’s perspective, the first question is not which software will be used. The first question is whether the production data, system boundary, assumptions and intended market have been defined consistently.”

For plants in Kazakhstan — large, energy-intensive, often multi-output metallurgical and chemical sites — these are the points we expect to take the most time:

  • Traceability of primary plant data back to records, including the ETS monitoring data
  • Product mass balance that closes
  • Energy and fuel consumption allocated to the declared product, not to the whole site
  • Grid electricity factor with a stated source and year — Kazakhstan-specific, consistent with the CBAM calculation
  • Allocation in multi-output plants (ferroalloys, smelters, fertiliser) that is justified, not inherited
  • Background dataset and version consistency across the model
  • Transport assumptions for long rail and multimodal export routes, including empty returns
  • A5 and end-of-life scenarios that can be traced to the model
  • Module C and Module D consistency, without double-counted recycling benefits
  • Alignment between the LCA model, the LCA report and the public EPD

How long does an EPD project take in practice?

It depends on product complexity, the number of sites and products, data readiness, PCR availability, the programme operator’s process and how quickly questions are answered on both sides.

Plants that already report under the KAZ ETS start with an advantage: site-level fuel and process data exist and have been checked. The long step is usually allocation and the upstream inventory. Once the data structure exists, each verification round typically takes one to two weeks and two to three rounds are common. A realistic overall window for a well-prepared single-site study is around two months; none of this is a guaranteed deadline.

The general process model: how long does an EPD take? →

Mistakes we expect to see in first EPD projects in Kazakhstan

  • Using the ETS site inventory as the product inventory without allocation or upstream data
  • Different system boundaries in the CBAM calculation and the LCA, built by different teams
  • Grid electricity modelled with a regional or Russian proxy instead of a Kazakhstan-specific factor
  • Collecting data before selecting the PCR — then collecting it again
  • Treating a management-system certificate or an eco-label as an EPD
  • Ignoring empty transport returns on export routes
  • Mixing Module C flows with Module D benefits
  • Publishing results that do not match the LCA report

Why work with EPDlogy for Kazakhstan

Frequently asked questions

Is there an EPD programme operator in Kazakhstan?

Not that we could identify as of October 2026 — no national programme operator, no national PCR and no locally based EPD verifier. The one Kazakh EPD we found in an international programme is Kazchrome’s ferrochrome EPD in The International EPD® System (March 2026). Manufacturers publish through international programmes.

Is an EPD mandatory in Kazakhstan?

No. There is no legal requirement for manufacturers to publish an EPD. The public procurement law of 2024 defines sustainable procurement with a life-cycle element but names no EPD, eco-label or carbon footprint criterion. Demand comes from EU importers (CBAM), European customers, green building certification and green finance.

Does Kazakhstan’s ETS reduce our CBAM bill?

In practice, not materially. The KAZ ETS allocates allowances for free through benchmarking and the average secondary-market price in 2025 was about KZT 455 (USD 0.87) per tonne. CBAM allows a deduction for a carbon price effectively paid in the country of origin, but at this level the deduction is negligible — and the rules for proving it are still being finalised by the Commission. Verified actual emissions data, not the ETS, is what changes a Kazakh exporter’s CBAM cost.

We export aluminium, ferroalloys or steel to the EU. Do we need an EPD or CBAM data?

CBAM data first — your EU importer is legally required to report embedded emissions and, from 2027, to surrender certificates; without verified actual data, default values apply. An EPD is not required for CBAM. But both are built from the same production inventory, so the efficient path is one data structure that serves the CBAM calculation now and an EPD or ISO 14067 carbon footprint when a customer asks — as Kazchrome did.

We are a Turkish manufacturer with an existing EPD. Can we use it in projects in Kazakhstan?

In principle yes: LEED and BREEAM projects in Astana and Almaty, and the national OMIR standard, work with verified product data in their materials credits. Check that the EPD is still valid, that it covers the product and plant actually supplied, and what the specific project or scheme asks for — scheme rules decide acceptance, not the country.

Which programme operator should a manufacturer in Kazakhstan choose?

It depends on the product category and where your customers look for data. With no national programme, the question is which international programme has a PCR for your product and recognition with your buyers. EPDlogy is not tied to any programme and assesses this product by product.

Does an EPD prove a product is environmentally friendly?

No. An EPD reports verified environmental information according to defined rules. It does not certify that a product is green, sustainable or better than alternatives — and marketing it that way creates risk. Its value is that buyers, certifiers and regulators can trust the numbers.

Manufacturing in Kazakhstan — or supplying projects there?

EPDlogy can map the route: which of your products face CBAM, what the ETS data already gives you, which need an EPD for a customer or a project, and which programme fits. EPD preparation and independent verification are provided as separate services, in accordance with independence requirements.
